Outtakes from The Division Bell indeed exist, (most of the material should consist of long jam sessions and improvisations from Dave, Rick and Nick with the occasional addition of Guy Pratt) but they are firmly in the hands of the band, no bootlegs are available. A couple of years ago Gilmour stated that "one of these days" they could eventually decide to release them.

Speaking of the tour, several recordings are available, often with excellent sound quality. You can easily download many bootlegs of the 1994 tour from the internet.
