I don't think theres anything "wrong" with The Division Bell, but as a Floyd album it is expected to live up to certain standards that is simply did not meet.

If another young band had made 'The Division Bell' I figure it would have been pretty much written off not as a bad album but as nothing new or groundbreaking. The only reason we are taking about it today is because it was by Gilmour/Floyd.
