It is not a promo but a bootleg. You can download it quite easily on the Internet (usually by searching for the title "Under Construction") and keep your $12 for other things, like CDs that the band has actually authorized!  It has some very interesting rough versions, particularly the much longer "Is There Anybody Out There?" sequence and Nick's incredibly naff drumming on "Mother."
But it's not something I'd listen to every day.
