Gilmour wrote the music, Waters wrote the lyrics. Gilmour composed the music near the end of the sessions for his 1st solo album in 1978 (there are demos of this around on the web), but didn't include it...perhaps it wasn't mature enough yet. When The Wall came around, Gilmour fought to get his music compositions (CN, Run Like Hell, Young Lust) included on the album.
