I think that "Jack", referred to the average person who has obtaining money a goal in life. Someone who is money-hungry, eh? The songs mainly about how money can corrupt one's personal principles. As for the speaking at the end, I don't think it was meant to mean anything. Maybe someone else can interpret it.
