an effervescing elephant~

i'm not a native speaker so i can just express myself by a little words.
i've been listenning the band pink floyd for some years and the first time i listened the song “an effervescing elephant” by syd barrett,i think it very interesting,then i fall in his music. i read more lyrics written by him,go to some websites and forums to get more information about him.

now i would like to translate some songs by syd barrett in my lauguage,and i need some help to understand some lines from the lyrics accuratelyif u can help me?

what mean "my hairs on end about you"? is it to express that he miss some one?
"the fins a luminous" is it means"the fins is luminous"?
from an effervescing elephant:
what is"you're all to scant"? ---u're all too thin??

1) "Hairs on end" is like having goose pimples, you know, like when you're frightened or tickled by something. Or it could be excitement.
2) Yes, it should read "fins are luminous"
3) Yup, "too scant" is the same as "too thin" in this context.

Not exactly. Spicy is a word for "hot" flavour, like curry or pepper.

Here "all the jungle" refers to the animals in it! English is a funny old language, no?
