Exclamation Fletcher memorial home

Firstly I just like to say that I love this site and have often pinched material from it.

Alas I have never felt the need to post anything .......until now.

I was listening to "Fletcher Memorial Home" on headphones and I heard something that I've never heard whilst listening to this track via speakers...

During the…
“and now adding colour.. a group of anonymous Latin-
American meat packing glitterati"

…just after the word “Colour” and before “a group of anonymous” etc, out of the right channel, Mr Waters (I think it’s Roge’….to his mates that is) can be heard saying what sounds like “Mr Belcher”!

Question:
Is he saying Mr Belcher and who is Mr belcher?

Thanks in advance and lets pray for one final visit to Earls Court.

It could be Brechnev but even I'm not sure about that. Brechnev was a Russian Premier at some point (very briefly, I think, because his health wasn't that great.)

I can't really be sure though.
