yes, i see that. but hanging on to what? is it a physical or metaphorical hanging on? and why must they be quietly desperate? what is the cause of this desperation?

Desperation cos time passes and we get older, quiet cos it is normal and we can do nothing to avoid it, hangin on cos there's not much more to do.

in my opinion, or actually my best guess is:

"hanging on in quiet desperation is the English way" means that in a moment of desperation, an Englishman doenst let down his hopes, but rather holds on and hopes for the best. pretty much "the English never give up, even in dying moments".........or SOMETHING....

man i really dont know, but i think im close...

Yeah, I always thought that line had bad connotations. Not that I have anything against the British, but Roger, I guess, is kind of an insider, being a Brit, commenting on his own culture -- and in his trademark pessimism.

I also thought it might have been a take on something Thoreau once wrote, "All men lead lives of quiet desperation." Or something along those lines.
