When checking the Best Avatar thread I found this reference on how/why it was closed:

Yeah, I was going to unlock it, but I didn't want to step on anyone's toes. Glad it's all taken care of.

And Rockhg, I believe the point of these "best" threads, are to recognize those members who maybe have the unique edge, or creativity to their names and avatars.
