Ok....I'm obviously an idiot because I have PAINT too and I just can't get it right...it doesn't work when I change the Pixel size.
I pride myself on being somewhat savvy with this stuff and yet this one has me baffled. Maybe it has something to do with me being on WINDOWS XP?

YSB8...do you know what I'm doing wrong in Paint?

Check it out, you can do it one normal windows PAINT! This is how it's done on windows PAINT....

You open Paint.
File>Open...and get your picture to show up

Then on the top click on Image>Stretch/Skew (or just press ctrl-W)

You should now have a window pop up that says:

Horizontal: 100%
Vertical: 100%

(Ignore anything else thats on the little window)

If you want to resize your image, just change the percentages...for example, if my image was 140 pixels, by 140 pixels...then I would say:

Horizontal: 50%
Vertical: 50%

...and then it would be 70 by 70 pixels!!

OH! ..and by the way, to check if your image is 70by70 pixels yet, all you have to do is click on Image>attributes....But don't change what it says in the Attributes window! Otherwise it will mess up your pic!

See? You don't need to go buy a 200$ software program to resize images!

But then you don't have a $200 software program.

Oh, thats if you already have the image close to the right size because it crops the image. It should work as ODV2 says, no matter what version of paint you are using.
