It wasen't pre-written; he just said it while he was recording it. And I can't tell what he's saying, either. All I can make out is the words "heavily spaced" at one part and, of course, the opening words, which are "Tell me, tell me, tell me".

It's some sort of nonsense. No hidden meanings or treasures.
