It was a joke referencing the popular discount-store craft known as 'paint-by-numbers,' wherein one receives a sheet of paper depicting the desired picture sans color, with lines in between all of the numbered areas intended to contain different colors, and one follows a 'key' detailing which color corresponds to which number, thereupon allowing one to apply said colors forthwith, thus resulting in a painting seemingly completed without aid.
