That is a question many album-buyers/listener have been contemplating since the album's release. It is quite odd how it is put in there...but it glides softly between the actual music. Personally, I think it is somehow related to the "enigma."

Man, I am gonna get really flammed for saying the enigma exsists...

It could represent Syd's tumble into madness... or his own private circus. I mean, elsewhere we've thrown darts as to the meanings of lyrics... why not sound effects?
