I heard it referred to once or twice as the "boatman" or something like that.... like a guy, standing on a boat, much like found in venice i think..... Or maybe I dreamt it.

Yeah, it's the Boatman. Prominently displayed on 1994-era merchandise. I think Nick may have had a hand in its design, don't quote me on that.

All I know is that it looks pretty cool. Isn't it on the bouncing ball things on the PULSE video, while the band played High Hopes?

A twisted version of the Eye of Horus used as a Pink Floyd style logo. Maybe Cluster One = Pyramids? The pictures on the page for Cluster One look like observation 'towers' for star gazing and pyramids are thought to be placed in their particular areas to match up to the constellations. And of course pyramids are 'clustery' or referred to as clusters(In groups).

The Eye of Horus has a lot more archetypal resonance than just pyramids... believe me, I EXTENSIVELY researched all of the allusions I could find in TDB, expecting it to make the album not suck.

Well, I found nothing and the album still sucks.
