What was Roger trying to say in Animals?

I have listened to this album over and over and I'm trying to see what Waters is saying. I've had some people say it's kinda like the book Animal Farm by George Orwell and that he feels people are either pigs, dogs, or sheep. I personally think it is about life sort of or how he views people. What do you people think?

You know that I care what happens to you....

and folks in general are Sheep

I always thougth it was

Pigs are the Rich/govrnmt
Dogs are the poor/homeless
Sheep are the ppl, suburban living and stuff...sheep run from dogs..it all makes perfect sence
