MESA TriAxis is about the best pre-amp out there today, but not cheap. You could probably pick one up for around $600.00 if it's a version 1. For clean, some of the Groove Tubes stuff was good. To me, the Marshall JMP-1 is a load of pants - Dreadful, but plenty of people seem to like it. Some of the Peavey tube pre-amps were pretty good value for money too. I'd stay away from anything with a mix of digital/analogue (i.e. the Rocktron or Digitech stuff). If you prefer to consider non rackmount stuff then you can save some money and got for a MESA V-Twin, or maybe an Engl Tube Toner, which are both floor mounted pedals with a tube pre inside. Koch also make one but I can't recall the model name. You should be able to get these under $600 new, which is kind of handy.
