Well, technically it should be "S'il vous plait où est le bar?", with an accent over the "u". You can write the word "ou" with an accent or not, depends on how you use it. I'd explain why but I'm afraid it wouldn't be that interesting and I might even confuse some of you and that's something I don't want to do.
